A Consultant of international repute. He was Dean Faculty of Law, Lagos State University before his election as a two-term Senator of the Federal Republic of Nigeria. He holds a First Class Hon. Degree in Law from the University of Nsukka and a First Class Bachelor of Laws Degree from the Nigerian Law School.

He obtained his Doctorate Degree in Law from Warwick University in the United Kingdom. He is also a Rhodes Scholar. He has published and delivered papers both locally and internationally. He was until recently the Executive Governor of Edo State.
